The continual and evolving nature of the relationship between Nokia and the community was further explored in a 3-month brainstorm in early 2008. A number of times, Nokia had gone to the community and said "what do you want"; but no-one felt empowered to speak up. Even people who'd been contributing for a long time didn't want to be so presumptious as to speak for everyone.
So, as part of that brainstorm, we suggested to both the community - and Nokia - a "community council". 5 members of the community, elected by the community, to speak on their behalf.
