Rules for downloading data

Hi,

I've uploaded a new version of the code which - if the pre-requisites
are met - should work by just running "fetchtv.pl":

    http://www.bleb.org/tv/code/

Also, there are many "anonymous" users of the data which slurp it as
quickly as possible. This could cause a problem and isn't particularly
sociable if nothing else. Therefore, I'd like comments on the new
"rules" for using the data:

    http://www.bleb.org/tv/data/listings/

They're not fixed, and are wholly open to debate.
